and Research.gov are unavailable during the shutdown.
While
Grants.gov may be up and running, most agencies will not be receiving the
proposals nor will proposals be checked for compliance with NSF/NIH/other
sponsor proposal preparation requirements until normal operations are allowed
to resume.
